Although the disc contains all necessary gamefiles, the executable (EBOOT.PBP) is only a placeholder taken from the PSP SDK samples. The game was probably not ready to run on retail hardware at that time. The reason for the developers to create an UMD like this anyways, was to be able to test realistic read speeds for streaming etc. Further it also reduced the risk of leaks to the public. To sum it up; This build is NOT playable and can't be fixed!
Another obscurity with this UMD is that the TitleID in UMD_DATA.BIN does not match the PARAM.SFO one!
Here are some of the differences that can be confirmed from the files:
basic placeholder save icons
unencrypted LUA Multiplayer Scripts
early Loadscreen Artwork with fixed Loading-bar
all Mission names are upper case
less detailed radar map
cuttest "csdanny"
early MISCOM.AT3 "mission complete" jingle
the Underground is always loaded
early Vehicle models like the Hellenbach GT, V8 etc
These UMDs were produced before the official release for QA-testing, reviewing up to promotional purposes. Thus some of them having unfinished builds burned to. (Where especially those not meant for the public sometimes having developer options available!) Depending on the region, company and version they might have a unique but different Disc ID compared to the final retail version. In the gaming industry these type of discs are often referred to as 'silvers'.
